The state government has decided to ban degrees of Doctor of Philosophy (Ph.D) through the distance education system with immediate effect in view of the quality suffering. A decision to this effect has been taken by Minister for Higher and Technical Education C Damodar Rajanarasimha after reviewing the situation with the Universities' Vice Chancellors who gave a presentation at the state Secretariat on Tuesday.

After the review, the Minister arrived at a decision that the Ph D through the distance education would be banned as there were complaints from different sources including the Vice Chancellors. Instead, the Minister was of the view that regular sessions, part-time and full time scholars be encouraged for maintaining the 'quality' in the Ph D certificate.

Much emphasis was laid on conducting the university examinations as scheduled as sufficient time had been given to the students, he said. Replying to a question in this regard, the Minister observed that in a democracy the 'right' is enjoyed by all to protest. If this results in affecting their (students) downfall and careers, one must rethink whether it is justified to do so, Mr Rajanarasimha stated.

Stating that there were some problems in the Dravidian and Kakatiya Universities, the Minister informed that a Two-Man Committee has been appointed to enquire into the complaints and then submit a report to the government. He sanctioned the filling up of more than 100 posts in Andhra University and emphasised the need to continue the roster system as enshrined in the Constitution to achieve social justice.

Further referring to the lands under the Universities, Mr Rajanarasimha asked the Vice Chancellors to protect them. For example, under the JNTU land, a meeting with the Housing Board will be held to sort out the issue, he said. The Vice Chancellors urged the government to enhance the funds by 30 percent. The Vice Chancellors were also unanimous in having a common calendar.
